Local councils have for many years taken responsibility for policing the Parking bays and some have taken steps to outsource their parking enforcement to private companies, raising ethical questions about enforcement programs and wardens working on bonus schemes but these wardens have still had to deal with face to face confrontations and some unreasonable behaviour by irresponsible motorists.

The provisions of the Traffic Management Act 2004 now allow local authorities to deal with many of these issues by CCTV, removing the pavement conflict and allowing councils to issue penalty charge notices to registered owners of vehicles, without placing a ticket on the windscreen as before. Balancing the need to keep busy routes clear and enforcing the law, whilst not seeming to be heavy handed, councils can use both static and mobile camera systems to issue Parking fines.
